About the Speaker

Silas S. Dulan III, MSM
Founder/CEO Dulan Business Group, LLC

Silas Dulan is the Founder and CEO of the Dulan Business Group, LLC (DBG, LLC), an organization built on the belief that the future of business hinges on relationships and innovation. Through DBG, LLC, Silas connects businesses, advises senior leaders, and helps organizations cultivate workplaces that are by working hand-in-hand with organizations to strategize solutions to the most pressing people and business challenges.

Most recently, Silas served as the inaugural Associate Vice President and Global Director of Diversity, Equity & Inclusion at Black & Veatch, a world leader in engineering and construction. There, he designed, built, and implemented the company’s global cultural competency strategy, embedding accountability through structured frameworks centered on people, clients, and the global community.

Prior to Black & Veatch, Silas was the first Director of Diversity, Equity & Inclusion at Evergy, where he led the development and execution of the company’s DEI strategy. His tenure also included roles as a Senior HR Business Partner for Operations, where he delivered strategic workforce solutions, and as a Trading Analyst in Power Marketing, where he managed energy trades.

Before joining Evergy, Silas held key leadership roles in talent acquisition and workforce development. He served as a Financial Business Manager and later a University Recruiting Manager at Kiewit, where he shaped early-career pipelines. Additionally, he was Director of Multicultural Affairs and Director of Retention at Baker University, fostering student success and engagement. Earlier in his career, he contributed to Supply Chain Management at Sprint (now T-Mobile). Silas holds a Master of Science in Management and a Bachelor of Science in Business Management with a minor in Psychology from Baker University, where he was a scholar-athlete. He also earned a Diversity & Inclusion Certification from Cornell University.

An active community leader, Silas serves on the Board of Trustees for Baker University. He also holds board positions with The Kansas African American Museum and the Center for Energy Workforce Development (CEWD), where he serves as Emeritus Vice Chair. His previous leadership includes serving on the Kansas Advisory Committee for Careers and
Technical Education (KACCTE), the National Urban League of Greater KC and the National Utility Diversity Council (NUDC). He is also an alumnus of Advance Kansas (Class XII), a Wichita-based program focused on advancing workplace inclusion.

Silas resides in Lawrence, Kansas, with his wife and three children.
